As an advice to Railway Age, I would like to warn them not to live in the past and try to play SMART-TD against the BLET. We work closely with the Coordinated Bargaining Coalition (CBC) on national settlement and the various other disputes that airlines have forced us to do. The Brotherhood of Locomotive Engineers and RailwayMen represents more than 55,000 professional locomotive engineers and railway workers in the United States. BLET is a founding member of the International Brotherhood of Teamsters. While the national rail contract between SMART-TD and the ncCC-represented railways will be amended on January 1, 2020, the existing contract will remain in effect until it is amended and ratified by smart TD members in accordance with the craft autonomy provisions of The Twenty-One B (21B) section of the SMART Constitution. On November 20, the presidents of the SMART Transportation Division (SMART-TD) worked on railways represented by the National Carrier Conference Committee (NCCC), the changes proposed by smart-TD to agreements on wages, normal conditions and working conditions. The moratoriums did not succeed for the sunset crew.
On the contrary, Moratoria prohibits one of the parties from sending a notice in accordance with Section 6 in order to amend or modify the current Crew Agreements Consist until the last protected personnel member is eliminated. Once this is done, a section 6 communication can be notified and the next generation of agreements can be negotiated through the long and long process of the RLA. System agreements are negotiated or implemented in the six Pacific regions of the Union represented by THE BLET.
